Selective Placement Factor (SPF): The requirement below is part of the minimum qualification requirements for this position. Applicants who do not possess this selective factor will be determined not qualified for further consideration.SPF - Candidates must have leadership experience at the State, Regional, or National level involving management of Urban and Community Forestry Ecosystems. This includes demonstrated experience in formulating and managing the implementation of policies, programs and associated budgets as well as forming partnerships and alliances that effectively advance the mission of the agency or organization.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 14: Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are providing expert analysis and advice on complex program issues; managing special projects for major office or program issues of broad impact; or managing special cross cutting initiatives or task force groups to accomplish programmatic goals.
Grade 15: Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are initiating high priority special projects, investigations, and initiatives; managing multiple special projects for major office or program issues of broad impact; or performing work that involved complex analyses, initiation of program reviews, or development of cross agency activities.
ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION
GS-14: Specialized experience is further defined as experience leading State or Regional programs; demonstrated experience working with Urban & Community Forestry programs at the State or Regional level; and experience managing a complex program of work with demonstrated responsibility for the associated budget.GS-15: Specialized experience is further defined as experience leading State, Regional, or National organizations; demonstrated experience working with Urban & Community Forestry programs at the State, Regional, or National level; and experience managing a multi-million dollar complex program of work with demonstrated accountability for the associated budget.
This position is located on the Cooperative Forestry staff within the State and Private Forestry Deputy Area of the Forest Service, National Office. This position serves as the Assistant Director of Urban and Community Forestry (U&CF) and is responsible for national leadership in the stewardship of urban natural resource management and program administrative matters.
The Urban and Community Forestry Program (U&CF) delivers technical, financial, educational, and research assistance to communities in all 50 States, the District of Columbia, and U.S. territories. Assistance is delivered to communities primarily through state forestry agencies and other partners. Program priorities emphasize increasing community tree canopy and improving urban forest management to deliver critical ecosystem services such as air and water quality, storm water management, energy conservation, wildlife habitat, and improved human health and well being.
